Some previously incarcerated felons are ineligible to vote unless their rights have been restored.

Requesting a Ballot

If you are a student living away from your permanent address, request your ballot by looking up your voter registration and then clicking the request for an absentee ballot: https://ivote.de.gov/VoterView
If you prefer, you may fill out a paper form here and mail it in: https://elections.delaware.gov/voter/absentee/pdfs/absentee_ballot_application.pdf
